Terry Green
Executive Director
Mr. Terry Green joined CASHC as the Executive Director in March 2020. He brings over 25 years’ experience in affordable housing. Most recently, he has been a consultant for for-profits and nonprofits working on Low Income Housing Tax Credits and tax-exempt bonds.
Prior to joining CASHC in March 2020, Green served in the federal government in multifamily policy position at the Federal Housing Finance Agency setting the $100 billion cap on multifamily lending by Freddie Mac and Fannie Mae and designing the $18 billion Mark to Market program for HUD Section 8 properties. In addition, Green was a Partner at Patriot Realty which built or renovated over 2,500 units of multifamily and mixed-use developments in the DC metropolitan area. Projects ranged from a $100 million mixed use apartments on top of a Safeway to the planning of 10 acres of raw land. Earlier in his career Green worked for a nonprofit affiliate of the Enterprise Foundation, for profit developers, and the Chase Manhattan Bank and he has served as an expert witness for multifamily litigation involving federal programs.
Green earned an MBA from the Columbia University and a BS in Economics from Bowdoin College.
In addition to overseeing the multifamily cap he served as the multifamily expert for the FHFA housing goals team and the low-income housing tax credit expert for the Duty to Serve Team and the Office of Congressional Affairs and Communications.

He established strong working relationships with the Federal Reserve, Office of Comptroller of the Currency, HUD, MBA and the National Multifamily Housing Counsel.Prior to his work at FHFA, Mr. Green founded Triad Housing Corporation in 1998 after serving as Special Assistant at the U.S. Department of Housing and Urban Development (HUD). At HUD, he designed and implemented the nationwide restructuring of mortgages on projects with expiring Section 8 contracts. Triad has been a consultant to numerous governments and developers in this ongoing restructuring effort focusing on policy, due diligence, underwriting, and loan closings.
Mr. Green also acquired, rehabilitated and financed over 5,000 apartment units for a nonprofit and his own account, and has extensive experience in both project management and construction lending from prior positions at The Rouse Company and Chase Manhattan Bank.
