Mr. Eubanks has over 12 years of experience in the development and financing of affordable housing and community development. Mr. Eubanks is currently the Acting Deputy City Manager for the City of Takoma Park, MD. As Acting Deputy City Manager, Mr. Eubanks is responsible for the oversight of capital projects; directing the delivery of municipal service; managing and improving internal operating processes; and the development of the City’s annual budget. Mr. Eubanks has also served as the City’s Director of Housing and Community Development and Deputy Director of Public Works. As Director of Housing and Community Development, Mr. Eubanks oversaw the City’s planning, housing, economic development, code enforcement and arts related projects and programs.
Prior to joining the City of Takoma Park, Mr. Eubanks was a project manager with The NHP Foundation (NHPF), one of the nation’s largest affordable housing developers. As a member of the development group, Mr. Eubanks was primarily responsible for the financing and development of multifamily housing. During his tenure he has supported the redevelopment of nearly 600 units of affordable housing, totaling $176 million in construction.
Mr. Eubanks has also served as the Director of Home Repair Programs and as an Investment Officer at the AFL-CIO Housing Investment Trust. In his capacity as director, Mr. Eubanks was responsible for the development and implementation of single-family scattered-site redevelopment programs in the Midwest. Mr. Eubanks worked with local governments and non-profit agencies to reduce blight, stabilize neighborhoods and increase homeownership by acquiring vacant properties for redevelopment and sale to low-income families. As an investment officer, Mr. Eubanks originated multifamily investments financed through the U.S Department of Housing and Urban Development and other Federal and State housing programs.
Mr. Eubanks has also served as a researcher in the areas of economic development and minority business performance for the National Center for Smart Growth Research and Education and the Citizens Planning and Housing Association in Baltimore, MD.
Mr. Eubanks earned an MBA and Master of Public Policy from the University of Maryland, College Park. He currently resides in Washington, DC with his wife, Allyson.
